Dr Theogene Rudasingwa was President Paul Kagame’s Chief of Staff (2000-2004). He was formerly Rwanda’s Ambassador to the United States (1996-1999) and Secretary-General of the Rwandan Patriotic Front (1993-1996). In 2011, he was sentenced in absentia to 24 years in jail on charges of threatening state security and propagating ethnic divisions. He belongs to the Tutsi ethnic group and lives in exile in the US.
